The J.R. Hayes Development Team provides turn-key construction, development, and construction management services for our clients.  We have also acted as a development partner for a variety of both residential and commercial projects.  Our team collectively brings over 50 years of construction and development experience in delivering residential, commercial, and industrial space throughout the Pacific NW.  

Our development services include site selection and acquisition, feasibility analysis, site layout, design, engineering, consultant management and entitlement coordination.  We have extensive knowledge in the difficult and complex entitlement and permit procurement process required for today’s development projects.  Additionally, we provide construction management services that include pre-construction cost analysis, contractor selection, and project management; including schedule and cost management and owner representation throughout the construction process.   Our services are outlined below.  

Site Acquisition:   We work closely with our clients in the acquisition and feasibility of a development site.  This preliminary involvement allows for crucial analysis of the property, so that we may provide input on critical design, soils, construction and other cost issues that can affect the development and profitability of a project.  

Design & Engineering:    The completion of a project design requires multiple consultant disciplines.  Coordination of these consultants is critical to the project’s success.  By effectively managing the design team, we are able to verify continuity between consultants to ensure a more complete design package and streamline the design schedule.   We are also able to incorporate value engineering and contractor input throughout the design process to create the most cost effective design, reduce permit review times, and avoid delays and additional costs due to potential redesign and revisions.   

Entitlements:   Project entitlements and permit processing continues to become more difficult with increasing local, state and federal government regulatory procedures and requirements.  Our development team has worked throughout the NW region and has a successful track record in dealing with the various agencies required in navigating this process, including zoning, land use codes, wetlands, critical areas habitat, NPDES, storm water management, and traffic concurrency and mitigation.  Through our experience, direct involvement and relationships with these agencies, we are able to manage the entitlement issues and provide creative and cost effective solutions to these issues as they arise.   

Financing:  Financing requirements have become more stringent; requiring a considerable amount of documentation for both loan approvals as well as disbursement.  Over the years, we have worked with a most of the major lending institutions, both as an owner as well as for our clients.  We can assist you with all of the documentation required to secure your project funding.
